DUTIES AND FUNCTIONS:
According to New York State Law, as explained in the Handbook “Information for Town Officials,” published by the State Comptroller, the Town Board is the governing Board of the Town.
The Town Board has many functions, including creating and approving the Town budget, setting salaries of town officials, hiring town employees, and other tasks too numerous to include here. A comprehensive description of the Town Board’s duties and functions can be seen here on page 10 of the Office of the New York State Comptroller, Information for Town Officials.
TOWN BOARD BUDGET WORKSHOP MEETINGS:
What is a budget workshop?
A budget workshop is a public meeting where the Town Board Members discuss and, as appropriate, modify the tentative budget to bring it into a form suitable for public review and comment.
What is the public’s role in a budget workshop?
The public is entitled to attend and observe the budget workshops. However, the budget workshop is a work session of the Town Board Members, and public comment is generally not allowed during these sessions. The budget workshops are simply work sessions of the Town Board to prepare the budget for public review and comment. The public will have the opportunity to comment on the budget prior to final adoption.
When will the public be able to comment on the budget?
Once the Town Board adopts the tentative budget (with or without modifications) as the “preliminary budget”, the Town Board must conduct a public hearing. The public hearing is conducted after the budget workshops have already been completed. The public hearing itself must be completed before November 15.
