Tax Bill Address Change:
Real Property Change of Address FormIf your mailing address is incorrect on your tax statement, complete and mail the change-of-address form to Essex County Real Property (address on form). This updates your address for Town & County Property Taxes and School Taxes, both printed by Essex County. You must contact the Town Office to update your mailing address for Water billings.
***Warren County Residents paying Minerva School Taxes must contact the Warren County Offices to make address changes on their School taxes.

TOWN & COUNTY TAX COLLECTION:
WHEN TO EXPECT TAX STATMENTS. Annual Town & County Tax Statements are mailed by January 1st.
ON TIME PAYMENT. Payments are due on January 31st
LATE PAYMENTS. Penalties are applied in February, March, and April.
FINAL PAYMENT DATE. Last Day to pay at the Town Office is April 30th. (During the last weeks of April, I may not be able to provide a printed receipt.)
CHECK/MONEY ORDER PAYMENTS. Make your payment out to; Town of Minerva. I sugget that you put your Bill # in the memo, this may change each year, please check statement for the number each year.
CASH PAYMENTS. Cash is discouraged; if you prefer to make a cash payment, Call for an appointment, bring the exact amount dues, change may not be available.
IN-PERSON PAYMENTS: Please call or email to make arrangements to ensure availability. I am happy to make an appointment when possible.
DROP BOX PAYMENT. You are welcome to drop off a payment in the Red Drop Box, outside of the Minerva Town Hall, at any time or day.
MAILED PAYMENTS. Please be aware that an on time payment must be post marked by the appropriate date. If you are mailing on the last day of the month. have your payment handstamped at the postal service to ensure it is postmarked for the correct date. Dropping off in a drop box or blue bin will not be postmarked for the date of srop off.
PAYMENT INFO. Only EXACT payment amounts are accepted. Unfortunately, a payment can not be processed if it is the wrong amount. ALL incorrect payments will be returned.
PAYING MULTIPLE PROPERTIES WITH ONE PAYMENT. I can accept one check for multiple properties if the payment is accurate. However, if it is incorrect, the entire payment will be returned, and no properties will be credited.
MULTIPLE CHECKS ON A SINGLE PROPERTY. I request that ONE check is written for each property, there is no way to record multiple payments for one property in the processing program.
END OF COLLECTION. Town books over to Essex County on May 1st. Payments mailed or received/postmarked in person on or after May 1st will be returned. If you wish to make a payment after May 1st, contact the Essex County Treasurer near the end of May to make payment arrangements at (518) 873-3310. This allows the County time to get everything in order after they have received payment information from all of the Essex County Towns.
TAXES TO EXPECT EACH YEAR:
Annual Property Tax Statements:
– Sent by January 1st.
– Penalties are applied at the start of each month: February, March, and April.
– Second notices are mailed in March.
– The final payment date, at the Minerva Town Hall, is April 30th.
Annual Water Bills (water rents):
Property owners in the water district will receive a water usage bill annually for all active water.
– Bills are sent no later than March 1st.
– Payment is due without penalty by April 1st.
– Unpaid bills with penalties are resent by the end of April.
– The final date to pay is October 1st.

(PLEASE NOTE: School Taxes are paid through Minerva Central School and their appointed collector; these taxes are NOT collected through the Town.)

– Penalties apply after September 30th.
– The final date to pay is October 31st.
